Senior Operations Manager – Homeland Operations Capture
POSITION DESCRIPTION
Overall responsibilities include management and reporting of all phases of opportunity capture, including development of technical, operational, management, teaming, and cost/price solution approaches, as well as, reporting to executive management on current capture status. Acting on behalf of the project’s sponsor, the Senior Manager--in conjunction with the Proposal and Business Development Managers-- identifies the resources required to pursue the bid, develops/leads development of the Concept of Operation (CONOPS), establishes processes and plans necessary for pursuit, and manages their execution. This senior-level position involves considerable interaction with both internal and external resources, consultants, and subject matter experts. The CM is responsible for overall planning and managing the capture in its entirety--from capture decision to contract award?in conjunction with other team members who provide expert advise/counsel, and perform a multitude of supporting tasks.
